Communities most affected by these operational gaps include small towns in the Greenbrier and Upshur counties, where limited resources hinder the ability to respond effectively during water emergencies. The Emergency Community Water Assistance Grants program aims to address these operational challenges by focusing on comprehensive assessments and upgrades of local water networks.
